A. SUPPORT Sen. Keenan’s bill (S.302) to add regulations on sports-betting
AND
B. OPPOSE H.4431, a bill that would legalize online casino gambling.

SUBJECT: Please support S.302 and oppose H.4431 to help prevent problem gambling
MESSAGE:
Dear Chair Finegold and Chair Fiola,
I am writing to request your help to prevent problem gambling and gambling disorders that destroy lives and families. This issue is important to me because _______________________________________.
When Massachusetts legalized online sports betting in 2023, we made it easier for people to gamble. The Diagnostic & Statistical Manual of Mental Disorders (DSM-5) names gambling as an addictive product, just like opioids, heroin, alcohol, and other substances. A 2025 report by UMass-Amherst researchers says the prevalence of problem gaming in Massachusetts “rose between 2022 and 2023 and remained high in 2024.” They concluded that, “Given rising rates of sports betting frequency, education and harm reduction strategies targeting sports bettors are warranted.”
You can help reduce the harm of sports betting by favorably reporting S.302, An Act addressing economic, health and social harms caused by sports betting, sponsored by Sen. John Keenan. This bill will add requirements to the current sports betting law, such as:
- Banning sports-betting ads during televised sporting events
- Prohibiting in-game (live) betting and proposition bets
- Limiting how much money people can bet each day unless the vendor conducts “affordability checks”
This bill would also double the money that vendors must contribute annually to the Public Health Trust Fund; require the MA Gaming Commission to research links between problem gambling and suicide; and require vendors to share de-identified data on sports bettors with qualified researchers.
Secondly, I strongly encourage you to OPPOSE H.4431, An Act relative to internet gaming by Rep. David Muradian, Jr. A more accurate name for “internet gaming” is internet gambling or online casino gambling. If legalized, igambling would allow adults to play casino games on their phones—anywhere, anytime.
While those under age 18 are not supposed to gamble, a May 2025 report by the Public Health Institute of Western MA revealed that youth are indeed gambling. In 2024 in Springfield, MA, almost 30% of the 8th graders surveyed reported they had participated in sports gambling in the past year. Surely these youth would have no problem bypassing the age restriction for igambling as well.
A January 2025 report from the Center for Data Analytics and Sports Gaming Research at Morgan State University says igambling is significantly more harmful than in-person gambling. The report also points out that calls to problem gambling hotlines “surged everywhere that iGaming has been introduced.” Igambling is legal in a handful of states, but I encourage you to prevent the Commonwealth from being one of them by opposing the legalization of igaming.
